Martin Fenton
Principal in the Spectrum Group of Ofcom
Martin is a Policy Projects Director in the Technology Policy Team of the Spectrum Group of Ofcom (UK). He is an expert in international and domestic spectrum regulation; specialising in interference analysis, RF performance and technical licence conditions. He has 20 years’ experience in spectrum management at the UK communications regulator, Ofcom, and its predecessor, the Radiocommunications Agency. Martin is the Chairman of ITU-R Study Group 5, the lead group responsible for terrestrial radio frequency services in the International Telecommunications Union. During the last ITU-R study cycle he chaired the JTG 4-5-6-7 looking at additional spectrum for 4 and 5G mobile services in the run-up to WRC-15. At WRC-15 Martin chaired the main committee looking at all terrestrial agenda items (COM4). In the UK, Martin has led the technical work in support of a number of spectrum awards including 800 MHz and 2.6 GHz. He is currently engaged in a number of activities including the proposed release of the 700 MHz and 3.6-3.8 GHz bands; studies on the potential spectrum implications for future 5G systems in mmWave bands (e.g. 26 GHz, 40 GHz and 66-71 GHz), improving the RF performance of radio systems; and the spectrum implications of the growth in demand for mobile data.
