James Noe

With more than 20 years of experience in the field, he is one of the nation’s leading experts in preparedness training. Jim previously served as president of his own technology management company, Eon, LLC. Prior to Eon, he served as president of O’Gara Training and Services where he oversaw the acquisition of three companies and their subsequent integrations into one operating division, generating over $100M in revenue over a five-year period. In 2001, Jim founded Critical Incident Solutions (CIS) where he built a robust government contracting program focused on bid and proposal response–resulting in the award of a major U.S. Department of State (DoS) contract providing training to U.S. embassies worldwide. He also served as a program manager for DoS for two years during which he provided chemical and biological terrorism training for the Department of Diplomatic Security; training for the Anti-Terrorism Assistance Program in Manila, and was responsible for the development of training programs for DoS regarding weapons of mass destruction. An explosive ordnance disposal technician for the U.S. Army for seven years, Jim is a graduate of the U.S. Naval School Explosive Ordnance Disposal School in Indian Head, Md.
